EFFECTIVE JAN 1, 2026

New York now requires electronic certified payroll submission through the NYSDOL portal for all public works projects — Article 8 & 9.

New York · NYSDOL Portal · PW-12 · 2026 Mandate

Stop the manual entry.
NY Portal-Sync cuts
portal time in half.

The NYSDOL mandate started January 1. Contractors are spending five hours manually typing data into a portal that should take twenty minutes. Wageform's NY Portal-Sync tool organizes every field your payroll data already contains — so you copy, not retype.

“The NYSDOL XML upload feature is currently rejecting files for many contractors. Until it's fixed, the only option is manual entry — which takes five times longer.”

What NY Contractors Are Dealing With Right Now

The mandate is live.
The friction is real.

Reported issue
The dual submission trap
Many contractors must submit to the new NYSDOL portal AND their project-specific portal (LCPTracker, B2Gnow). That means entering the same payroll data twice, every week, for every project.
Reported by contractors
The broken XML upload
Many contractors have reported the NYSDOL portal's XML import feature rejecting valid files. When it happens, the only fallback is manual data entry — which takes five times longer than a file upload.
Financial risk
The $100/day penalty
Late or missing certified payroll submissions carry a $100 per calendar day penalty under NY Labor Law. With multiple projects and multiple workers, non-compliance adds up fast.

FAQ

The questions NY contractors
are actually Googling.

What is a PRC number and where do I find it?
A PRC (Prevailing Rate Case) number is assigned by the NYSDOL to each public works project. It appears on your wage schedule. You need it to submit certified payroll through the NYSDOL portal. If you don't have one, contact the contracting agency — they should have filed for it before the project started.
Do I have to submit to both the NYSDOL portal and LCPTracker?
It depends on your contracting agency. Many state and city contracts require submission to both the new NYSDOL electronic portal AND a separate project portal like LCPTracker or B2Gnow. Check your contract — both requirements are typically listed in Section 00700 or the Special Conditions.
Why is my XML file being rejected by the NYSDOL portal?
As of early 2026, the NYSDOL XML upload feature has known issues — incorrect schema validation errors and file rejections for compliant files. The workaround is manual entry while the NYSDOL resolves the bug. Wageform is building clean-code XML output that matches the portal schema exactly.
What's the penalty for late NY certified payroll submission?
Under NY Labor Law, failure to submit certified payroll records on time carries a penalty of $100 per calendar day. With multiple workers and multiple projects, this adds up quickly. Submission is due within the timeframe specified in your contract — typically weekly.
Does Article 8 or Article 9 apply to my project?
Article 8 covers building construction (commercial, residential, institutional). Article 9 covers heavy highway, utility, and tunnel construction. Some projects have both. The prevailing wage schedule in your contract will specify which article applies and which trades and rates are required.
Are supplements the same as fringe benefits?
Yes — in New York, 'supplements' is the term for what federal Davis-Bacon calls 'fringe benefits.' They include health insurance, pension contributions, vacation, and other benefits. Supplements must be paid in addition to the base prevailing wage rate and must be correctly calculated per trade and county.

This replaced two hours of weekly payroll paperwork. My office manager was ready to quit over WH-347s. Now she's done in 10 minutes.
