The DIR portal is glitching.
Your compliance isn't.

California's eCPR portal is rejecting many XML uploads in 2026. The enforcement stay is over — penalties are now mandatory. Wageform's CA Portal-Sync gives you a side-by-side guide to copy-paste your data into the DIR iForm with zero errors, and automatically logs Good Faith filing attempts if the portal crashes.

The DIR has instructed contractors to screenshot error messages as proof of Good Faith attempts. Wageform does this automatically. With 10 workers, one missed week is $1,000 in mandatory penalties.

California Prevailing Wage Law

What California requires
from public works
contractors.

Under California Labor Code §1771, contractors and subcontractors on public works projects must pay prevailing wages as determined by the DIR. Projects over $1,000 are covered.

Since 2020, California has required electronic submission of certified payroll records through the DIR eCPR portal. Paper submissions are no longer accepted on covered projects. Records must be submitted within 10 days of each payroll period.

Penalties for non-compliance include $100 per worker per day for failure to submit, plus back wages, interest, and potential debarment from future public contracts.

💻
Electronic submission required
The DIR eCPR system is mandatory for all California public works projects. Paper records alone are not sufficient.
📅
10-day submission window
Certified payroll records must be submitted to the DIR within 10 days of each payroll period end.
⚠️
$100/worker/day penalty
Failure to submit on time costs $100 per worker per calendar day of non-compliance. The penalties add up fast.
👷
Apprenticeship requirements
California has strict apprenticeship utilization requirements. Ratios, hours, and DAS 140 forms must be tracked and certified.

FAQ

The questions CA contractors
are actually Googling.

What is the DIR eCPR portal?
The eCPR (electronic Certified Payroll Reporting) portal is California’s mandatory system for submitting certified payroll records on public works projects. All contractors and subcontractors must submit electronically — paper records alone are not accepted.
What do I do if the DIR portal is down or rejecting my upload?
The DIR advises contractors to screenshot error messages as proof of Good Faith filing attempts. Wageform logs these automatically with timestamps, so you have documentation if penalties are assessed.
How much are the penalties for late eCPR submission?
$100 per worker per calendar day. With 10 workers on a project, one missed week costs $1,000 in mandatory penalties. The enforcement stay ended — these are now being assessed.
Does Wageform handle California doubletime?
Yes. California requires doubletime (2x base rate) for hours over 12 in a day and for hours over 8 on the seventh consecutive workday. Wageform tracks straight time, overtime, and doubletime separately.

“I was worried about Davis-Bacon calculations for our apprentices. Different rates, different percentages. It handles all of it automatically.”
